Women, Infants and Children (WIC)

Supplemental Food Program

 

The Moultrie County Health Department WIC program is a supplemental nutrition program which serves to enhance the health and well-being of pregnant women, infants and children.  The WIC program provides nutrition education, breast-feeding support, and food instruments to clients enrolled in the program.  Pregnant and postpartum women, breast-feeding mothers, infants and children under five years of age may be eligible for the program.  Participants must live in Moultrie County, and meet the WIC income guidelines.  The Moultrie County Health Department also provides confidential pregnancy testing and assistance with initiation of medical care.  The average number of clients served by the Moultrie County Health Department per month are as follows:

Family Case Management (FCM) Program

 

The Moultrie County Health Department FCM program operates in conjunction with the WIC program to identify and meet additional needs of families with pregnant women, infants and children.  The FCM program assists families in identifying and addressing medical, financial, and social needs and services.  The average number of families, as identified by primary qualifier, served by the Moultrie County Health Department per month are as follows:

Teen Parent Services

 

The Moultrie County Health Department TPS program functions to assist pregnant teens or teen parents (male & female) under age 21 with completion of High School diploma or GED.  The TPS program also provides assistance with college or vocational school enrollment after diploma or GED completion.  Additionally, the TPS program assists teens with medical, financial, employment and social issues.  The overall goal of Teen Parent Services is to facilitate the teen parent to a healthier and more productive life for him/herself and his/her dependents.  Clients are assisted with support services that include transportation, childcare, books, fees, and other education / health related issues.

Immunization Program

 

    All required immunizations are provided to all children up through the age of 18 years by the Moultrie County Health Department at low or no cost.  The Moultrie County Health Department also provides adult vaccines, including Influenza and Pneumonia Vaccines.  Immunization clinics are offered at the Moultrie County Health Department two times a month.  Individual appointments may be made in the event that a client cannot be accommodated during routine clinics.  Immunization clinics are also conducted in public schools in the county to facilitate completion of school-required vaccines.

School Nursing

 

The Moultrie County Health Department provides a variety of school-based contractual services to public schools to ensure compliance with Illinois Department of Public Health and Illinois State Board of Education requirements.  These include (but are not limited to) immunization review and report completion, vision and hearing screening and report completion, on-site immunization clinics, head lice checks and other services/assistance as requested and appropriate.

Kidcare

 

Kidcare is state-funded health insurance program for children and pregnant women who are not covered by health insurance elsewhere, regardless of employment.  Kidcare covers immunizations, wellness checks, prescriptions, dental services, vision and hearing, and many other services.  Kidcare can also help pay insurance premiums for pregnant women & children on some work place and private plans.  The Moultrie County Health Department is registered with the State of Illinois as a Kidcare Agent and boasts a 100% application acceptance average. The MCHD assists all interested clients with understanding and applying for Kidcare coverage. The average application takes less than 30 minutes and is usually approved in less than 30 days for a child or less than a week for a pregnant woman.

Child Safety Seat Program

 

The Child Safety Seat Program was implemented at the Moultrie County Health Department to provide new child safety seats for infants and toddlers.  It also provides preemie beds to ensure the safe transport of premature infants not yet large enough to be safely secured in a regular infant seat.  A Certified Child Safety Seat Technician provides education, evaluation, and assistance with proper child safety seat use.  The Moultrie County Health Department has participated in monthly child safety seat checks with the Moultrie County Sheriff’s Department “Safe Kids” Program.

Vision and Hearing Testing

 

Vision and Hearing screening services provided through the Moultrie County Health Department are available to all residents in Moultrie County. Testing is provided in the Moultrie County Health Department as well as at other clinic sites. School-based screening clinics are also provided annually. Interpretation of results and referrals to medical providers are made for clients as appropriate.  The Moultrie County Health Department has 2 nurses who are certified by the Illinois Department of Public Health as Vision and Hearing Screening Technicians.

Communicable Disease Control

 

The Moultrie County Health Department provides education, referrals and follow-up for individuals diagnosed or concerned with exposure to a communicable disease.  The Moultrie County Health Department works closely with the Illinois Department of Public Health, clients, and their physicians to facilitate reporting, investigation and follow-up of communicable disease outbreaks and/or exposures.  The Moultrie County Health Department also assists schools, area doctors, and other public entities with disease investigation, case contact, and follow-up to prevent the spread of communicable diseases. Jail Nursing

 

The Moultrie County Health Department provides health related information, health assessments and TB skin tests for individuals detained in the  Moultrie County Jail.  These services facilitate the Moultrie County Jail in complying with requirements set forth by the Illinois Department of Corrections.

Adult Health Services

 

The Moultrie County Health Department Adult Health Services program provides a variety of services to adults in clinic sites throughout Moultrie County.  These services include foot care clinics; blood pressure clinics; cholesterol and glucose screenings; and vision and hearing screenings. In- home services are provided to adults, referred by an area physician, in need of limited assistance on a temporary basis.

School Physical Clinics

 

In response to requests from county school administrators, the Moultrie County Health Department hosted its first Back To School Physical Clinics.  This was a series of clinics held at the Sullivan DMH Facility.  The clinics were staffed by county MD’s, PA’s, and NP’s who donated their time.  The Moultrie County Health Department provided the nursing and reception staff for each clinic.  Clinics were advertised during school registrations for students who had not yet completed their physicals. Follow-ups for required immunizations and referrals were also made by the Moultrie County Health Department.

Forever Fit

 

Forever Fit is a program designed by the Moultrie County Health Department to teach the importance of basic health and lifestyle decisions to Junior High students.  The curriculum focuses on the basics of cardiovascular health, nutrition, self-image, self-control, exercise, and substance use/abuse.  Students were also challenged with a mini-”Walk the Walk”, which required engaging and documenting healthy food and activity choices for 6 weeks.

Tobacco Free Communities Effort

 

The Moultrie County Health Department has initiated several anti-Tobacco programs in an effort to reduce the use of tobacco in places where the majority of the public would benefit from the elimination of second-hand smoke or tobacco use reduction.  These programs include: Fresh Start, which works with pregnant women and new mothers to reduce smoking; The Tale of Samantha the Skunk, which is a life-size magenta skunk that makes many public appearances in schools, pre-schools, and community events encouraging children (& adults) to not smoke; and Illinois Smoke-Free Restaurant Recognition program, which encourages restaurants to establish smoke-free environments for their patrons.

Health Education

 

The Moultrie County Health Department welcomes the opportunity to educate individuals as well as the public at large on pertinent health topics.  Topics have been presented at health fairs, schools, community organizations, public events, and at the Moultrie County Health Department.  Topics covered range from healthy pregnancy and breastfeeding, tobacco prevention and cessation, adult health, food safety, and environmental health.  The Moultrie County Health Department  works routinely with the Illinois Department of Public Health and Community Members and Organizations to identify and address priority health concerns in Moultrie County.

Environmental Health

Food Service Program

The Moultrie County Health Department provides routine inspections of Moultrie County retail food and food service facilities as required by the Illinois Department of Public Health.  Consumer complaints, as well as potential food borne illnesses, are also investigated.  Temporary events conducted by non-food service organizations are reviewed to enhance the safety of food served to the public in Moultrie County.  The Moultrie County Health

Department routinely provides information and updates on food related issues to all food service facilities, and upon request to residents of Moultrie County.

Water Protection Program

 

The Moultrie County Health Department, in accordance with Illinois Department of Public Health requirements, provides permits to all persons intending to install a new water well, repair or re-construct an existing well, or seal an abandoned or unusable well.  Provision of permits includes a plan review, inspection, and consumer education as appropriate.  The Moultrie County Health Department also provides information on different types of well systems, Illinois Department of Public Health construction and location requirements, safe water supply maintenance, etc.  Water testing is also available for well and cistern systems.

Septic Program

 

On July 9, 2002, the Moultrie County Board adopted the Moultrie County Private Sewage Disposal Ordinance.  This Ordinance, in accordance with Illinois Department of Public Health requirements, provides for routine inspections of all new septic system installations, as well as modifications to existing systems to ensure the adherence to guidelines which provide for public and environmental safety.

Tanning Program

 

The Moultrie County Health Department, under contract with the Illinois Department of Public Health, conducts annual inspections on all licensed tanning facilities in Moultrie County to assure that equipment and facilities are maintained in a safe and sanitary manner.  Permits are issued through the Illinois Department of Public Health.
